Capt. Amadou Sanoga, who is the apparent leader of the group of junior officers that toppled the government of President Amadou Toumani Toure, “participated in several U.S.-funded International Military Education and Training (IMET) programs in the United States, including basic officer training,” the U.S. military’s Africa Command said in an email to McClatchy Newspapers.

The State Department confirmed Sanoga’s U.S. connection in a separate email.

It was not immediately known which training courses Sanoga had participated in. The IMET programs can include a wide range of activities, including human rights training and study at one of the U.S. military’s war colleges.

Whether U.S. officials have been in touch with Sanoga, who declared himself the head of the National Committee for the Restoration of Democracy and the State, since the coup also was unknown. In an email, State Department African affairs spokeswoman Hilary Renner said only that U.S. diplomats in Mali’s capital, Bamako, are “seeking to contact the mutiny leaders to express the U.S. and international position that the civilian elected government must be fully restored without delay.”

Sanoga’s U.S. ties complicate what was already an inconvenient development in the regional counterterrorism strategy for the United States, which now will have to decide how to deal with a military junta that it has vowed to reject in a country that is a significant front in the war against terror.

“At this moment the United States is pausing any planned military equipment or training programs to the Malian military,” Renner wrote. “We remain committed to building the long-term counterterrorism capacities of our partners in the region, including Mali. The restoration of a strong constitutional process and good governance at all levels is a critical priority for counterterrorism efforts.”

The whereabouts of President Toure remain unknown, though Renner said “we have seen reports” that the president is safe. She urged the coup leaders to protect the “well-being” of all those they had detained.

Sanoga and his fellow officers have moved quickly to consolidate power. Unless they face a backlash among their military peers or a regional effort to unseat them, the international community might have no choice but to deal with the young new rulers, like it or not, analysts said.

“Mali is what many consider the poster child for democracy in West Africa. It is also an aid darling. What are all these donor countries going to do? It’s completely unclear,” said Benjamin Soares, a Mali expert at the African Studies Center in Leiden, the Netherlands.

“Of course, there is a long history of coups in the region. Western donors usually say they won’t deal with these governments, but they almost always eventually do so,” Soares said.

The U.S. military has supported the Mali military extensively over the past decade, and the country has become a significant partner in the U.S. efforts to curb North Africa’s shadowy al-Qaida affiliate, al-Qaida in the Islamic Maghreb, or AQIM.

In addition to its involvement in the International Military Education and Training program, Mali has also participated in the Trans Sahara Counter Terrorism Partnership, which is intended to strengthen bilateral military ties with the U.S. and supports counterterrorism coordination across the region’s different militaries. Rick Waclawek, director of the state’s Bureau of Labor Market Information and Strategic Initiatives, has followed the long slump and slow recovery.

“We’ve been able to increase our employment after nine or 10 years where we were losing employment in Michigan,” he said. “As far as job growth, we are one of the leaders in the nation, on a percentage basis.”

He still sees areas of concern. Although the February unemployment rate, due out Wednesday, could continue the steady improvement the state has seen over the past four months, the percentage of discouraged workers or those working only part-time when they want to work full-time averaged 18.3 percent in Michigan in 2011, according to the federal Bureau of Labor Statistics.

“There’s still that nagging unemployment level, particularly the long-term unemployed,” Waclawek said. “That’s probably the thing we need to be focused on, to make sure that we develop some (training) opportunities, jobs for the long-term unemployed.”

To help students and workers find out information about careers, educational and training opportunities and job openings, Snyder launched the Pure Michigan Talent Connect website in early December. The site is intended to give employers and jobseekers a place to find each other and allow workers to assess their skills and connect with mentors and internships.

The governor wants lawmakers to approve self-employment assistance that would give benefits to unemployed workers who are setting up their own businesses rather than requiring them to pursue job opportunities in order to qualify.

Snyder also has proposed spending $15 million starting Oct. 1 to provide job training for 15- to 29-year-olds and ex-offenders in cities with the most crime to get the chronically unemployed back to work.

“Obviously, you can’t fill every job, because there will always be openings,” Snyder said when he unveiled his plan for “growing talent” late last year. “But if you start saying, ‘Can we cut that number in half?’ that would drop the unemployment rate by a whole percentage point. And that’s a lot of jobs and major improvement.”

The biggest driver of Michigan‘s resurgence has been the auto industry. Ever since General Motors Co. and Chrysler Group emerged from managed bankruptcies in 2009, they’ve been on an upward swing, allowing the state in 2010 to add more manufacturing jobs than it lost for the first time since 1999. GM even won back the title of the world’s No. 1 automaker from competitor Toyota Motor Co., after Toyota had to slow production last year after an earthquake and tsunami struck northern Japan.

The improvement has spread into other sectors, giving Michigan its lowest unemployment rate in more than three years.

“When manufacturing goes up … it puts more money back into the economy,” Waclawek said.

Not every sector has grown. Local governments and school districts have shed thousands of jobs as tight tax revenues have led to layoffs. Michigan has been among states with the largest government job losses since June 2009.

And its jobless rate has dropped in part because jobless workers have become discouraged and either moved away, headed back to school or otherwise quit looking for work. Waclawek says it’s almost impossible to track where those former workers have gone.

Still, the trend is hopeful. Michigan’s January jobless rate was lower than 10 other states and the District of Columbia, coming in nearly 4 percentage points below nation-leading Nevada’s rate of 12.7 percent and well below rates in California and North Carolina. It’s slowly growing closer to the national rate of 8.3 percent, and has seen a decline of 5 percentage points since the end of the national recession in mid-2009.

University of Michigan economist George Fulton forecasts Michigan will add about 26,000 net jobs this year and 28,500 in 2013 before seeing greater growth of 46,800 jobs in 2014. That’s slower than the net 63,500 jobs the state added in 2011, but Fulton said it’s still reason for optimism.

“Now that the darkest days are in the books, much of today’s news is positive,” Fulton told state officials in January.

It?s fitting that the job of reopening the concert series of the legendary South Florida impresaria Judy Drucker should fall to Pinchas Zukerman.

A lifetime ago, as a 19-year-old violin virtuoso who had just won the prestigious Leventritt Competition, Zukerman performed on the very first concert of her series, a modest 1968 affair at Miami Beach?s Temple Beth Sholom. Since then, Drucker?s Concert Association of Florida went on to larger halls and brought in stars like Luciano Pavarotti, Itzhak Perlman, Evgeny Kissin and a parade of world-class orchestras.

Then came her ouster as president, the organization?s bankruptcy and unsuccessful attempts to affiliate with other arts organizations.

Now Drucker has revived her concerts as the Great Artists Series. The first of two events is taking place next Tuesday night at New World Center in Miami Beach, with a performance by Zukerman, cellist Amanda Forsyth, and pianist Angela Cheng. And no one is more delighted?besides possibly Drucker herself?than Zukerman.

?I love it. I think it?s fantastic,? he said in a telephone interview from Munich, where he was performing chamber music. ?I?m so glad she is doing what she?s doing again, what she loves to do. She?s given so much to South Florida, not only in her capacity as impresario but her love for music and people, and that?s just wonderful to see her back in the driver?s seat.?

As Drucker brought classical music to the then-frontier territory of South Florida, Zukerman fulfilled his early promise by establishing himself as one of his generation?s leading violinists. He toured the world?s concert halls, made more than 100 recordings, received 21 Grammy nominations (and two wins), married three times, fathered two daughters, grew and shaved a beard, acquired a second career as a violist and a third one as a conductor. Since 1991 he has served as music director of the National Arts Centre Orchestra in Ottawa, where Forsyth, his wife, is principal cello. He just announced plans to leave the job in 2015 and says he?s not sure what he?ll do next.

?I have no plans,? he said. ?It?s a combination of different things. But I think it was the right time. So instead of waiting another year or year and a half, I thought this would be a good time to give the management and the National Arts Center enough time to start searching [for a successor].?

Like many musicians on Drucker?s series, Zukerman kept coming back. He estimates he has performed for her audiences about two dozen times. This procession of regulars contributed a clubby, at times somewhat in-bred tone to the series, particularly as some of the familiar names began declining to emeritus status. But it also shows the style of a presenter for whom performers were friends, treated with the personal touch Zukerman finds absent from the large institutions that have come to dominate the business.

?Usually she?s the one who picks us up because she doesn?t trust anybody,? he said. ?She is a breed that?s gone. When she comes and takes us to Joe?s Stone Crab, and people say ?Judy, we?ve got a table for you,? and there?s 400 people standing outside trying to get a table, well, that should tell you a lot.?

Since his 1968 performance in Miami Beach, when Drucker drove him across the Rickenbacker Causeway so he could see Stiltsville, Zukerman has learned his way around South Florida. He acquired a taste for Cuban food. He went to the BankAtlantic Center in Sunrise for hockey?where he cheered for the Ottawa Senators against the Florida Panthers. He goes to the boutiques of Bal Harbour. ?He loves to go shopping,? Drucker said. ?He?s always buying things for his wife.?

One day they were in a car and Drucker mentioned her 25th anniversary season was approaching. Zukerman announced that he and Itzhak Perlman would perform. Impossible, thought Drucker, considering the cosmic coincidence required to bring two ferociously scheduled musical giants onto one stage at the same time. ?Then he picked up the phone?they had phones in cars in those days?and said ?Itzhak you?re coming with me to play for Judy?s 25th anniversary.? And they did and they wouldn?t even charge me.?

Zukerman credits her with laying the foundation for today?s thriving South Florida classical music scene, the success of which ironically would ultimately serve to undermine the preeminence of the Concert Association and topple her. ?We?re talking about 1967 and 68,? he said. ?You know, Key Biscayne was out of town. I mean far out of town. Think about what there wasn?t, in comparison to 40 years, 45 years later.

?And she?s one of the people that really made it possible for the Arsht Center to take place, for music to be there, for the Cleveland Orchestra to come down, for Michael Tilson Thomas, etc., etc. These are all part of the same thing.?

As large institutions took hold, as performing arts centers such as the Arsht Center rose and developed the capacity to assemble their own classical music series, Drucker seemed to become less relevant. Her organization filed for bankruptcy protection and voted her out as president. She spent two unsuccessful years trying to work with Florida Grand Opera and since then has labored to revive her organization. Although she?s 83, well into the age when many people give up work for watching television, restaurants and golf, she longed for the conversations with agents, post-concert dinners with famous musicians, the music, the applause.

?It was like missing a child,? she said. ?When I stopped this, I didn?t know what to do with myself.?

Her new series has had a shaky start. ?She was forced to cancel her first two concerts, featuring the baritone Dmitri Hvorostovsky and the pianist Vladimir Feltsman, for reasons she attributed to failing to get her corporate and tax paperwork settled in time. But now she says her documents are in order, she has a new board, and she insists the Zukerman concert will go forward. The concert will consist of duos and trios by Mozart, Kodaly, Mendelssohn and Schumann.

?I?ve got everything now, and I?m back in business,? she said. ?I feel like a new person. I?m sitting here with two desks and computers. That?s what I do. I wouldn?t know what to do without it.?
